The apparent votes look like this:

only two, or maybe three, of the city's five leaders -- Mayor Tom Potter, Dan Saltzman and probably Sam Adams -- could be counted on to champion reform of the system this fall. Commissioners Erik Sten and Randy Leonard have periodically expressed support for reform, too, but they usually left themselves plenty of wiggle room. Now, remarkably, all five are on the verge of supporting a package of improvements.
