Does "slap-tag" mean "weak stream" territorial marking? (As a recognized medical condition. See "Illegal newsrack update")
On the bright side:
I tend to think that so long as a particular newsrack is not in conformity with the regulation that I can plant a folding chair -- and my butt -- right next to it all day long so as to solicit feedback on issue X Y or Z and even to solicit signatures.
I can picture a box too that is called a returnable bottle-exchange (and coin donation box) where anyone can either drop off or pick up items. It can also contain something like a flier from Street Roots so as to conform to the definition of being a newsrack. (Then require that Starbucks cups be returnable under the city code and make it a crime not to dispose of them properly or to place them in an appropriate Street Roots newsrack for convenient return to the place from where they came. I'm picturing the trash at the corner of NE 15th and Fremont.)
