The process of obtaining a ballot title enables an opponent to delay the signature gathering process by arguing that the title is not clear.
Here, the opponents of repeal want a title that implies that the current measure covers all three years of the temporary tax, including retroactive effect from 2003. The repeal advocates measure only covered 2004 and 2005. In response to the delay efforts by the tax raisers the repeal advocates simply started a new refferendum/initiative process that does indeed cover all three years rather than just two.
What I like most is that the repeal advocates make the simple connection to the county gifts of pension and health benefits to the public sector workers.
I think that the multi-tier pension system in Oregon will be reduced to one plan for all in 2005.
