Site got a hit with a Google search on Soviet Five Year Plan, so I checked out what shows up. Lo and Behold, The CATO institute has a piece from May 2002 likening the Bush Education Plan to the infamous five-year plans. I can only assume that the writer took some comparative economics courses. The writer uses the comparison merely to illustrate the difficulty of measuring the success or failure of the plan; the plan to have national educational standards. But hey, its close enough to give me reassurance.

The more I read of the writer's material the more I like his ideas and respect his knowledge. Maybe I have been on the wrong track to stop the cutting of school days by focusing on “IDEAS” maybe what I need to do is also focus on “PEOPLE” that can articulate ideas that help others separate the chaff from the wheat in the PERS debate?
Could Mr. Lartigue help distinguish the line between where public employees are merely self-serving and where the teachers are genuinely arguing for the best interests of the children?
